With reference to your letter No.2997/23

of the 2nd February, I am commended by My Lords

Commissioners of the Admiralty to request that you

will inform the Secretary of State for the Colonies

that in paragraph 3 of Admiralty Letter M.43758 of

the 16th ultimo. it was not their intention to suggest

that commercial harbour development by the Government

of Hong Kong would be inadmissible under the Washington

Treety.
